建坝是一种在流域和地区水平上对河流连续体产生重大影响的事件,水库的运行方式将对河流生态系统安全产生重大影响.本文基于河流的最小允许生态径流和适宜生态径流过程的客观存在和要求,从水生态系统与水利工程和谐统一的角度,探讨了在水库设计运行和管理中建立有关水库生态蓄水位,预备水库生态库容的概念和方法,并进一步对水库调度在考虑河流生态安全的目标下,对水库生态调度要考虑的影响因子原则作了讨论和分析,并用新疆大西海子水库和三峡水库实例进行了例证.

It is an importance for river continuum on the level of drainage basin and region to build a dam, and the running mode of reservoir will severe influence the safety of river ecosystem. This paper, basing on the impersonality exist and requiring of minima ecological flow and optimal ecological, from the harmonious consolidation between the water project and ecology flow, analyzed the founding the ecological characteristic level of reservoir and provision of the ecological storages reservoir in the design and running and management. Taking the protection of river ecosystem, it also proposed the influence factor in the reservoir ecological scheduling, and put the Daxihaizi Reservoir and Three Gorge Reservoir to testify this content.
