新疆农村金融资源配置效率实证分析

Empirical Analysis on Efficiency of Rural Financial Resources Allocation in Xinjiang

进入经济转型发展时期,新疆农村经济、金融不相适应性的存在,一定程度上抑制了农村经济的发展,并使城乡经济的非均衡性问题进一步突出。以金融资源论为基础,从金融资源配置效率的角度出发,通过对新疆近20年农村经济金融支持实践的实证分析,揭示了新疆农村金融资源配置效率弱化,未能有效地推动农村经济的发展。在此基础上指出:在构建新型农村金融资源配置体系时,要注重该体系的“合力效应”,只有这样才能从根本上消除新疆农村经济发展中的“绩效阻滞”现象,避免农村金融资源配置的“短效机制”。

In the process of econcomic transform , inadaptability between the financial system and the economic development in the country of Xinjiang, has suppressed the rural economy development to a certain degree, and causes the unbalanced characteristics between city and countryside to be further prominent. In this article, the financial resources were taken as the basis of economic development, in accordance with the empirical analysis of rural finance support in Xinjiang for nearly 20 years, it was found that rural financial resounces allocation could not produce satifactory results, development of rural economy was not found to be faster than before. It was pointed out that, when the new system of rural financial resources allocation was constructed, great attention must be payed to the ＂cohesion effect＂ of the system. Only in this was, the phenomenon of ＂performance blocking＂ in the rural economy development of Xinjiang could be basically eliminated, and the ＂short - effect mechanism＂ of rural finance resources allocation could be avoided.
