地方院校发展经费短缺问策

The problems and strategies about expenditure shortage of the local colleges

地方院校占了我国高等院校的绝大多数,它们承担着高等教育大众化的主要任务。由于国家总体教育投入不足、国家对重点大学投入的政策性倾向、地方投资不足和区域不均衡、运行成本过高及社会资金吸纳不足等原因,导致地方院校经费短缺十分严重,成为影响地方院校发展的“瓶颈”。本文从地方院校经费短缺问题入手,结合医学院校实际,对解决此问题的策略进行了初步的探讨。

Local colleges have played an important role in higher education of our country. They undertake the major task of higher education popularization. However, they are short of education funding seriously, which become the bottleneck problem that affects local college development. There are some major reasons leading to the funding shortage ： national overall education funding is at a low level, most of national education funding is distributed to key universities according to the policy, local investment is insufficient and differ from region to region, the operating cost of college is too high and social capital introduction is not abundant. This paper begins with the cause of expenditure shortage problem in local college development ,and end up with preliminary discussion for finding the strategy of solving this problem according to the factual conditions of medical colleges.
