The current construction of personnel ranks focuses on high-level talents. The paper analyzes several psychological issues in high-level talents administration, including increasing knowledge, attaching importance to the construction of high-level talents ranks, paying close attention to the needs of high-level talents, helping high-level talents set reasonable goals and attribute rationally, and finding out the personality of high-level talents.
