基层科技投入存在的问题与对策

Problems Existing in Scientific and Technical Input at the Basic Level and the Countermeasures for It

分析了基层科技投入普遍存在的运作不配套、结构不合理、制度不健全和管理不规范几个问题，提出了完善运作机制、调整宏观结构、优化合理流向、建立投入新体系和强化管理几方面的若干对策措施。

The author analysed the problems existing commonly in scientific and technical input such as uncoordinate operation,unreasonable architecture,unperfect system and irregular management and some countermeasures have been made for perfecting the operation mechanism,adjusting the macro architecture,optimzing the reasonable fluid,establishing a new input system and strengtheniy management.
