牢牢把握科教兴国战略的主体地位

Firmly Holding the Stategy of Invigerating China through Science and Education to a Principal Position

提出地方党委、政府应当把科教兴市战略摆在各项战略的首位，使之成为主体战略。同时阐明了科技是第一生产力就要有第一的位置；抓“第一生产力”要从“一把手”抓起；“主体战略”要靠主体力量去实现；科教要兴市。

The author pointed out that the Party committees and governments at basic level should put the strategy of invigorating the cities through science and education to the most important position,and make it as a principal strategy.At the same time be expunded his view points:science and technology is the first productive force so it should be put in the first position;Grasping “the first productive force”should begin from “the first official”;“A principal strategy”have to be realized by the principal force;If one wants to invigorate the city through science and education,he has to invigerate science and technology first.
