This paper is concerned about the issue to forward designing principle among this kind of commute the data via the WAN or PSTN , and put system. Acoording to the principle and user＇s requirements, the corresponding system designing and software module （including receiving module, sending module, communication module, control module, interface module） are given to accomplish it. The method can be utilized to commute the data real-timely, especially for the situation that customers location is quite decentralization. Furthermore, the designing idea and software module in this paper have remarkable feature of function component, which made it reuseable.
