Decision Right Transfer Concerning Higher Education Quality——From Internal to External Authority

世界高等教育质量话语权的发展经历了四个时期从最初的完全由大学控制到文艺复兴后的逐渐迈出,19世纪民族国家的建立使其开始为世俗政权所影响,自20世纪60年代以来,这种话语权已逐渐转向政府和市场及社会机构。

There are four main periods in the transfer of decision right concerning higher education quality： the medieval university had full control of its decision right ,but it begun to lose such a monopoly since the Renaissance; the modern university had to negotiate its decision right with the government since the rise of national state and secular influence in the 19th century; since the 1960s the university need to negotiate this right with multiple stakeholders of the government, market and other social institutions.
