要建设社会主义新农村,关键在于人才。当前农村的人力资源状况不容乐观。而优秀大学毕业生拥有观念、知识和技能等方面的优势,农村有他们发挥作用的客观条件和基础,正确地培养和引导他们,使之扎根基层农村,成为新农村建设的生力军,这是建设社会主义新农村、构建和谐社会的迫切需要。各级政府和高校要做好宣传和把关工作,农村应重视、关心和重用下乡优秀大学毕业生,大学生也应做好知识和心理准备,使自己安下心,留下来,力争在新农村建设中发展得好,成长得快。

Nowadays, problems about agriculture, rural area and peasants have been the imperatively ones on the way to new situations of the socialism with Chinese characteristics. To build new socialist countryside has been proposed at the fifth plenary session of the sixteenth conference of CPC. This will for sure promote prompt solutions to problems about agriculture, rural area and peasants. To realize the strategic aim, talent is the key point. With the advantages on concept, knowledge and technique, having objective conditions of utilizing the advantages in rural area, university graduates＇ being guided to go down to grass-roots unit is an important solution to building new socialist countryside. The rural area should pay more attention to bringing in university graduates and how to keep them there.
