通过项目的立项决策、设计、招投标、施工、竣工决算及审计五个阶段对工程造价的影响分析，提出建设单位应加强工程造价控制与管理方法，以取得较好的投资效益。
It brings forward the development organization should strengthen project cost control and management methods by five phases that are the item decision, design, bid and calling for bid, construction, budget needed for the completion and audit of project in order to get better investment merits.
