工业反哺农业阶段的乡镇政府角色定位

The Township Government′s Role Orientation in the Stage of Industry-financed Agriculture

农业税时代的乡镇政府在为国家聚集财富、增加地方财政收入等方面发挥了重要作用,同时也暴露出种种弊端和不足。中国工业反哺农业阶段的到来要求乡镇政府进行新的角色定位,建立服务型政府。回顾了农业税收时代的“三农”特征和乡镇政府角色,分析了我国工业反哺农业阶段的到来是中国国情发展的必然,提出了新时期乡镇政府角色定位是建立公共服务型政府,并探讨了建设社会主义新农村过程中建设服务型乡镇政府的相关举措。

In the agricultural tax era, the township government played an important role in gathering wealth for our country and increasing local financial revenue, but also exposed various defects and deficiencies. The arrival of the stage of industry-financed agriculture asks for a new orientation of the township government＇s role and the estabhshment a service-oriented government. This paper looks back on the characteristics of ＂three-agriculture＂ in the agricultural tax era, and the township government role. This paper also analyzes the inevitability of such a stage as to China＇s national conditions and points out that the township govemment＇s role orientation lies in the establishment of a service-oriented government. This paper finally studies the relevant measures for the establishment of a service -oriented government in the process of building the socialist new countryside.
