要办好期刊,就需分清编辑人员和作者的责任,便于“各负其责”。从编辑人员和作者的职责两方面来探讨双方所要承担的主要责任,编辑人员要对论文的政治政策、法律法规、保密、学术质量、编排规范、文字的正确使用和语言的通顺表达等问题承担主要责任;作者要对文章的内容及署名权负主要责任。

In order to run an academic periodical well, it is necessary for us to distinguish between the responsibilities of authors and editors so as to enable them to take the responsibility of their own. Starting from the responsibility that editors and authors should take, this paper explores the main duties of each party. Editors are mainly responsible for such issues as politics and policy, law and regulation, secrecy, academic quality, standard of edition, correct use of words, and fluent expression of language. Authors are responsible for the content and the right of signature.
