在工业化与城市化进程中,既需要有巨额的成本投入,又会产生巨大的经济与社会效益。成本分摊与收益分配必须对称,其实现机制有三种类型,选择何种机制取决于当时的制度安排与经济体制。在我国二元社会结构下,农民承担了工业化与城市化进程中的绝大部分成本,但是所得到的收益甚少,这很不合理。因此,必须按照落实科学发展观和构建和谐社会的要求,积极推进社会主义新农村建设,建立协调、对称的工业化与城市化的成本分摊与收益分配机制。

The process of industrialization and urbanization needs huge cost devotion and yet produces tremendous economic and social profits. Cost apportionment and income distribution must be symmetrical, with three realization institutions. The choice of the institution depends on the system arrangement and the economic system at that time. In the dual social structure in our country, the peasants shoulder the majority of cost in the process of industrialization and urbanization, yet with little income. This is not reasonable. Therefore, according to the requirements of scientific view of development and the construction of harmonious society, actively boost the construction of the new socialist countryside, establish the according and symmetric institution of cost apportionment and income distribution in industrialization and urbanization.
