推进退耕还林工程稳步发展的思考

Advance Grain to Green Project to Better Ecological Environment and National Food Security

分析了我国退耕还林工程的进展情况，解剖了推进退耕还林工程的退耕户利益长效保障机制不健全，部分地区退耕还林扩大化、退耕还林投入保护机制不健全、缺乏配套技术支撑体系等障碍因素，提出了进一步推进退耕还林，促进粮食生产可持续发展的对策，对统筹我国生态环境改善和国家粮食安全两大目标的实现具有一定的指导作用。

The paper first analyses the progress of Grain to Green Project in China, then dissectes its obstacle elements, such as inadequate long-term protection mechanism and investment, lack in scientific accompanying technology, etc. Based on them, it proposes further countermeasures to advancing the reforesting formerly and promoting grain-production sustainable development. These measures can have certain guidance to better ecological environmental improvement and national food security, which are two major safe goals of our country.
