苏联解体后,世界进入后冷战时代,人们所期望的永久和平却并没有出现,地区冲突不断,恐怖主义猖獗。透过纷繁复杂的国际局势,我们还是看到进入后冷战时代以后战争制约因素日益增多。

After the disorganizing of USSR （the Union of Soviet Socialist Republic）, the word came into post cold war times . However, the permanent peace witch people expected hadn＇t emerged. The area conflicts never stopped. The terro rism ran rampant. Especially after ＂9.11 ＂ event and Iraq War, the world sltua tion become more and more bewildering , but peace and development is the theme of the present time ,though the numerous and complicated internatio nal situation, we can still see the restrictive factors increased day by day after entering the Post Cold War Times.
