河南省农民增收问题的实证分析与对策研究

A POSITIVE ANALYSIS OF THE MEASURES TAKEN TO INCREASE FARMERS' INCOME IN HENAN PROVINCE

河南省农民增收的历史和现状说明了增加河南省农民收入的必要性。河南省应通过改革户籍制度、社会保障制度、农村税费和金融制度,以及建立统一的公共财政体系、加强农业信息化建设等措施,为农民增收构建制度和环境平台。同时,还应该大力发展农业产业化经营、调整农业结构、发展农业保险和农业经济合作组织、加大农业科技投入等,以农业发展促进农民增收。

The historical and current status of Henan farmers＂ income has demonstrated the need to increase their incomes. The following measures should be taken to achieve this goal ： forming the household registration system, the social security system,rural tax ＆ financial systems,establishing a unified public financial system, strengthening the construction of agricultural informationalization. At the same time, the industrialized management of agriculture should be developed vigorously and agricultural structure be readjusted and agricultural insurance and agricultural economic cooperation organization be set up. More funds should be provided for the development of agricultural science and technology.
