摘要
文章从分析现行规划实施中存在的问题出发,提出新一轮土地利用总体规划修编在规划思路和规划方法上应始终以科学发展观为指导,完善和创新规划方法。
This paper analyzes some questions existed in implement of the present land use plan, meanwhile, discusses the major issue which should be solved in the new revised plan from the following aspects： theory innovation, system innovation and structure innovation, ect.
