区域下级政府的自组织性及其调整研究

依据层次系统产生与演化理论,分析区域下级政府的自组织力量的形成及其扮演角色的特殊性,可以看到各级地方政府的本位主义行为引发区域间的过度竞争,合理分权的政府结构有利于发挥区域地方政府自组织力量的积极作用。区域政府恰当的调控方式应当是:一方面要进一步调动区域各级政府的积极性,另一方面又要规范区域各级地方政府的行为。如此才能推动区域经济协调发展。

On the basis of the theories of origination and evolution of hierarchy system, to analyze regional governments at lower level from the characteristics of its formation of self-organizing power and the role it plays may help discover that the conducts of departmentalism of all levels of local governments may result in over-competition among local areas ,and that government structure with rational decentralization of power will be of benefit to the local governments to play an active role in self-organization. Therefore, the appropl^ate controlling mode of local government should be, on the one hand, to further arouse the enthusiasm of local governments at all levels, and to standardize their conducts on the other. Only in this may will the regional economy be promoted coordinatively.
