浅析组织中制度与人的关系

制度和人是一个组织成立的前提条件,同样的,组织的发展必须以制度的完善和人的发展作为前提。但制度变迁与人的发展之间存在着逻辑上类似于“鸡生蛋”与“蛋生鸡”的循环关系。我们到底应该从提高人的素质、还是从改进制度的角度去着手制度建设呢?着重分析“重视制度建设与重视人的素质提高”的思路及其这一思路下制度建设对人的素质提高的优先性。

In an organization, the preliminary requirement is system and hunan. Similarly, the development of an organization is based on the completeness of system and the growth of hurry. System and hunan, which one comes first？ How to improve human quality,and how to develop system？ The viewpoint is put forward that ＂putting emphasis on both sytstem construction and human quality improvemtnt＂.
