摘要 美国颁布“高质量教师”教育法案是21世纪以来基础教育改革的一项重要举措,对美国中小学教师整体素质的提高产生了广泛而深刻的影响。本文针对这一法案的基本内容、实施过程以及出现的问题进行了全面、系统的分析。 Promulgating "Highly Qualified Teachers Act" is an important move in American basic education reform since the beginning of the 21st century. It has widespread and profound impacts on the improvement of overall quality of elementary and secondary teachers in American schools. This article presents a comprehensive and systematic analysis of the contents, process and existing problems of the implementation of the Act.
