安徽省生态农业建设及发展对策

The Construction and Development Strategy of Ecological Agriculture in Anhui Province

安徽省是一个农业大省,生态农业建设是安徽建设生态省和社会主义新农村的重要内容。文章分析了安徽生态农业建设的有利条件和主要制约因素,指出了安徽生态农业建设必须坚持统筹规划与分类指导、坚持综合建设与重点突破相结合、坚持现代农业科技与传统农业精华相结合以及坚持经济、社会、环境协调发展的原则,并探讨了淮北平原区、江淮丘陵区、沿江平原区、皖西大别山区和皖南山区5个基本生态类型区域的生态农业建设布局与建设重点,最后提出了安徽省生态农业发展对策,即:(1)倡导生态文化,积极开展能力建设;(2)完善政策,健全法规体系;(3)广辟财源,增加资金投入;(4)因地制宜,科学规划;(5)依靠科技,加快发展。

Anhui is an agricultural province. The ecological agriculture plays a major part in the construction of environmental-friendly province and new socialistic countryside. The paper analyses the advantages and main restrictive factors, and points out that the environmental-friendly agriculture should be planned as a whole and directed according to its classification, adhering to the combination of a comprehensive construction and a key breakthrough and integration of modem agricultural scientific technology and essence of traditional agriculture and harmonious development of economy, society and environment. It also discusses the construction layout and key points in the following five basic kinds of ecological areas： Huaibai Plane, Jianghuai hilly Area, Plane Area along Changjiang River, Dabieshan Mountainous Area in West Anhui. Finally the paper puts forward the developing strategy： （1） promoting ecological culture and the construction of capability; （2） perfecting the policy and legal system; （3） Increasing investment; （4） suiting measures to the local conditions and planning scientifically; （5） quickening development by science and technology.
