In the new situation, the concept of management should be human - based and we should plan comprehensively and stick to sorted guidance, integrate strength, actively provide service, manage by law and insist on innovation, so that the management of talent by the Party can be fully realized as to accomplish the important aim of serving people and constructing a strong modern nation.
