产业组织形态与经营理念的落后是中国农业国际竞争力下降的主要原因。文章运用产业集群发展理论,结合中国农业的实际情况,提出以农民土地使用权可转让性为基础,借助现代信息技术构建集群一体化信息农业的思想,从而为提升中国农业国际竞争力的战略选择给予启示。

The organization＇s appearance and principle of management of the industry＇s falling behind is the main reason that the Chinese agriculture international competition ability descends. In order to give enlightening for the strategic choices which can promote Chinese agriculture international competition ability. The thesis is combined with the fact of China agriculture and puts forward the thought of constructing the cluster integration information agriculture with the help of the information technology. It is based on transferability of the right of peasant＇s land utilization by making use of the theory of Industrial cluster.
