摘要
我国事业单位的人事制度改革进程与企业相比已经滞后。其原因在于事业单位人事制度改革遭遇到制度环境的难题,同时改革本身也存在一些问题,涉及人事制度改革的自主权、人事改革政策或项目的系统配套、人事改革中制度空挡等。解决这些问题需要改换传统的改革思维方式,由传统人事管理向现代人力资源管理转变,探索新的改革方向和措施。
Comparing enterprise's personnel system reform advancement, our country institution's already lages. Its reason lies in the system environment difficulty which insitution personnel system reform experiences. Simultaneously reforms itself also has some problems, involving the independence right of the personnel system reform, the policy or the project system of the human affairs right of the personnel system reform, the policy or the project system of the human affairs reforms, the system gap of the human affairs reforms and so on. Solving these problems needs to change traditional reform thinking mode, transform the tradition personnel management to the modem human resource management, and explore the new reform direction and measures.
