This article expounds the purpose and the intention of developing 'Stabilization pond aided design system'. It infers that the system has the characters of systematicness, practicality, authenticity and openity. In this paper, both the internal construction and technological process are analysed minutely. It is detailed that not only the main functions of the Chinese Professional Menu and nine system's module but also content of the sysytem's information base.
