摘要
行政奖励是顺应民主政治和市场经济而勃兴的一种新型行政模式,它能够克服传统的命令-服从模式的不足,最大限度调动行政相对人实现行政目标的主动性和创造性,既提高了行政效率,又使公民的主体地位受到尊重,体现了深厚的人文主义精神。但是,长期以来,行政奖励在立法、执法和法学研究中不受重视,导致了严重的负效应,其法制化水平亟待提高。本文就完善行政奖励制度的基本思路提出了自己的观点。
Administrative reward is a new action model in modem administration,which accords with political democracy and market economy,lt has the capability to surmount the weakenss of the traditional administraion model of commanding and subordinateion , excites in the greatest degree people's initiation and creation. It can both promote administrative efficiency and respect people's master status, embodying deep humanism. But administerative reward has been underestimated in all the legislation, excution and research over a long period of time. this has led to serious negative result. Its legalization need to be improved eagerly. Based on above analysis, this essay rises a series of pointviews on how to perfect administrative rewarding system.
