省属公益类科研机构分类标准问题研究——以辽宁省为例

Study on the Classification Standard of Provincial Public Research Institute——A Case Study of Liaoning Province

公益类科研机构改革因其公益性的定性较难,目前还没有较为有效的操作标准。通过对辽宁30家省属公益类科研机构的调查资料分析,归纳出这些机构中普遍存在的问题,及确定分类标准的影响要素,提出了分类标准以定性为主并结合定量的指标体系和模型,对省属公益类科研机构改革的实践具有较强的借鉴意义。

There is no operative standard for the reform of public research institute until now, because it is difficult to define its commonweal characteristic. To solve the problem, the paper firstly analyzes the data of thirty public research institutes in Liaoning Province, then classifies the existing problems among the institutes and factors influencing on classification standard. Lastly, the paper tries to set up a system and model according to indexes mainly by determining the nature, and subsidiary by making the quantification, which is useful for the reform of provincial public research institute as reference.
