流动人口基础教育的府际责任分析——农民工子女义务教育的探讨

Analysis on Inter-governmental Responsibilities of Compulsory Education for Floating Population——Discuss on the Compulsory Education for the Children's of Farmer Workers

流动人口的频繁流动使得对其子女基础教育的投入更具有公益物品的性质,而中央政府提出“流入地公立学校为主”的解决方针要求城市地方政府独担流动人口基础教育的重任,遭受到城市地方政府的抵制。解决流动人口基础教育的政策必须在分析各个主体利益关系的基础上合理界定政府间的责任关系,才能保证政策得以很好地执行,多中心协作体制是可以借鉴的一种有效的体制架构。

Based on an analysis of interest relations among subjects relevant to primary education for floating population, this paper explains the difficulties in the solution chiefly dependent on public schools in immigrant areas, clarifies the responsibilities which governments at various levels should assume, and proposes a solution of multi-centered cooperation, hoping it would be helpful in solving the problem of primary education for floating population.
