According to the experience of administration as a goverrunent leader, Liu Shao-qi put forward many farseeing administrative thoughts, such as the thought of taking economic construction as the government＇s central function; administrative leaders being practical and realistic, closely tying up with the mass and paying attention to investigation. He also talked about the quality requirements for leaders, the principles of administration, ethics of administration and supervision of administration as well.
