Rule by virtue is the core and the typical trait of Confucianist＇s administration thoughts. Cultivating one＇s moral character, regulating families, administering a country, and unifying the whole world are not only the starting points of Confucianism, but also its content. It is based on the idea of people first. The Confucianist＇s thoughts of moral being first is similar to the policy of running the nation by virtue established by Party Central Committee. Studying the idea has a practical significance to the development of the society now.
