摘要随着时下网络技术的蓬勃发展,采用电子手段跨境提供货物和服务的情况越来越多。从政府对服务贸易进行适当监管的角度来看,WTO争端解决机构最近裁决的“美国赌博案”,为我们如何应对这种新情况,提供了很多重要的信息。本文将围绕该案的相关裁决,讨论如何在GATS下实现对以电子手段跨境提供服务的适当监管。
