On The Structure Unbalance In The Context Of Post-industrialization

在从工业社会向后工业社会转变的过程中,由于整个社会进入了一个空前的复杂性和不确定性状态,社会治理结构出现了危机,这些危机主要表现为公共领域的合法性危机以及政府官僚制合理性的丧失,正是这些危机把整个社会置于“风险社会”的状态。面对后工业化进程中的各种各样的危机,需要进行社会治理结构的重建。作为重建,它不是对工业社会结构的一种基于认识的调整和改造,而是一种基于反思的创造性建构。

In the course of transforming from industrial society to post-industrial one, the social governance structures get in unbalance owing to the whole society barge up against an unprecedented complexity and uncertainty predicament. They appear mainly in the legitimacy crisis of the public sphere and the irrationality of governmental bureaucracy. Just due to these crises, the whole society was put into the condition of risky society. So we need to reconstruct the social governance structure. As to reconstruction, the project is not based on the cognition but on the reflection about the structure of the industrial society.
