摘要
据统计,1981年至1991年,我国外贸出口量年均增长12.3%,而出口额增长率仅是10.7%,这种重数量轻质量,重速度轻效益的粗放型增长是传统出口创汇目标激励模式的直接结果。为此,本文提出了一个多层次差别激励模式:即第一层次是出口创汇类普遍激励;第二层次是利润类差别激励;第三层次是结构类差别激励:第四层次包括出口商品生产体系项激励、综合商社项激励及质量专项激励。
According to statistics, from 1981 to 1991, the increase of China's amount of exports averaged anually 12. 3 percent while that of its volume of exports only 10. 07 percent. This extensive type of increase regarding quantity as important to quality and speed to efficiency is typically the immediate outcome of the traditional incentive model whose purpose is merely to raise foreign exchanges. To improve this, the author of this paper advances a multiple-level differential-incentive model. The first level is general incentives for FE-creating goods. The second level is differential incentives for profit-making goods. The third level is differential incentives for the composition of goods. The fourth and last level is special incentives for the production system of goods exported,for comprehensive business corporations and for quality goods.
