文章叙述了乐滩工程工期紧迫,任务艰巨,准备期短,为了快速启动生产,迅速掀起施工高潮,在施工组织设计和措施上采取了一系列重大决策,取得了8个月内完成全部临建系统、一期围堰工程和厂坝开挖土石方172万m3的良好纪录。良好的开端是成功的一半,经验可供借鉴。

The paper presents the urgency of Letan Project. As the task poses great difficulty and its preparation period is short, a number of important decisions were made on construction organization, design and measures with a purpose to quickly start up production and bring about the peak of construction work. As a result, all temporary construction systems, first-phase coffering and 1,720,000m^3 earth rock excavation for the dam were completed in eight months. The experiences of the project can be described by the saying ＂A good beginning is half the battle＂ and serve as a reference.
