技术可控性问题是对技术进行控制的基本依据。分析技术可控的条件是提高技术可控的有效性的重要保证,技术之所以出现不可控的状态,主要是由于没有达到技术可控的条件。只有在价值取向相近、利益关系趋同、认知程度可达等一般条件下,技术才呈现出可控的状态,也才能对技术进行有效的控制。
