一年来,人民币汇率改革总体平稳推进,但道路并不平坦。面对改革的风风雨雨,我国睿智应对外部复杂环境,并通过强化内功以保持内部稳定,从而使人民币汇率改革逐渐形成了一整套向市场化转轨的理论、制度和政策框架,包括坚持以国情为主的改革思路、创新国家宏观金融管理框架组合等。这场改革,增强了中央银行的调节能力,促进了外汇市场的快速形成,提高了商业银行运营和风险管理水平以及企业的经营管理水平。今后,人民币汇率改革,应以促进经济发展、稳定金融运行为目标,以增强基础实力和强化市场功能为取向,不断强化金融综合战略意识,以稳健应对复杂国际环境的竞争与挑战。
