摘要
南亚区域合作开展20多年来在经贸领域并没有取得突破,主要原因在于区域合作中还存在许多制约因素特别是经济因素,导致了区域经济合作发展绩效不高。如果不解决这些制约因素,而仅依靠签署的特惠贸易协定或自由贸易协定都不足以促进南亚区域合作发展的。本文从南亚各国经贸关系发展的实际出发,分析了制约南亚区域合作发展的经济因素,提出要促进南亚地区的合作发展就必须从制度层面解决这些障碍。
The decelerated progress and modest achievements of the SAARC over the past two decades are mainly attributed to many restraining factors. Without solving prevailing problems, regional economic cooperation in the region is believed not to be easily improved just by signing the SAPTA or SAFTA. This paper distinguishes and analyzes several economic restraints based on the development of economic relationships among South Asian countries, and tries to reach some recommendations in order to promote the regional economic interdependence and cooperation on a pragmatic basis.
