正确认识效率与公平的关系是加强政党执政能力建设的重要内容。印度政坛在最近十年经历的一系列大的变动,执政党的更迭,国大党的沉浮,从一个侧面深刻揭示了效率与公平和民心向背之间的关系,对我国执政党建设具有重要参考价值。
A reasonable understanding of relevance of efficiency to equitableness has proved extremely important for a political party to optimize its ability of governance. The dramatic changes taking place in Indian politics over the past decade such as the alternation of ruling parties and the up-and-down of the Congress provide a convincing case for probing the relevance of developmental efficiency to socio-economic equilibrium.
