摘要
作为世界上具有重要影响力的三个国家,中国、印度和俄罗斯在能源领域存在许多互补性,三国发展中的政治经济关系不仅为三边能源合作打下基础,也需要以此作为深化三边关系的突破口。中印俄在能源领域合作,有利于三国共同的能源安全,而不是把一国的能源安全建立在另一国能源不安全的基础上。因此三国应在已有的双边能源合作的基础上开展三边合作。
There are some visible complementarities of energy development for China, India and Russia, three globally influential powers in today's world. And the satisfactory politico-economic relations between them can not just bolster their energy-centered cooperation, but also need to be enhanced by energy interaction based on their overlapping interests and win-win programmes rather than benefiting one at the cost of another and unbalanced privileges.
