“三基”工程建设开展以来,虽然取得了一些成绩,但仅仅是开头,还属于阶段性工作成效。“三基”工程建设任重道远,一是要继续深化对“三基”工程建设的重要性和紧迫性的认识,不断增强工作的自觉性和主动性;二是要破除陈旧观念,走出思想误区,用新的观念规范和引导“三基”工程建设;三是要以科学发展观为指导,理清思路,突出重点,确保“三基”工程健康发展。

Since the development of ＂Three Basic Project＂, although certain success was achieved, it＇s just the achievement of the first period. ＂Three Basic Project＂ is an arduous task with long way, which is required： 1. to further deepen the cognition on the im- portance and urgency of ＂Three Basic Project＂, in order to enhance the consciousness and initiative towards the work; 2. to break down the outmoded concepts, step out of the misunderstanding, to guide and standardize the ＂Three Basic Project＂ in new concepts; 3. to comb the train of thoughts, stress the main points, to make sure the ＂Three Basic Project＂ going on a round way by the guide of scientific development standpoints.
