Three Problems to Be Attached Importance to in the Reform of Our Stat eowned Enterprises

本文首先从国有制根本特性出发，寻找国有经济和市场经济结合的正确途径应重视的三个方面，提出：一、建立覆盖全部国有企业的监督机构；二、高度重视经营者在企业经营中的作用，极大地提高他们对国有资产的关切度。为此，必须正确认识作为经营者的企业家的地位和作用；搞活分配，实行重奖重罚，强化激励机制，极大地提高经营者对国有资产的关切度：普遍推行资产经营责任制．三．要培养和发展经理人才市场，就必须改革企业干部制度和经理人才素质的测评及资格的认定。

Starting from the essential characteristics of state ownership,the paper has found out three aspects which should be attached importance to in out endeavout to integrate correctly the state owned economy with the market economy.First, it is necessary to establish supervisory organs to monitor all the state owned enterprises;secondly,great importance should be attached to the role played by the managers in running the enterprises so as to deepen their concem for the state owned assets;thirdly,tocultivate and develop the managerial personnel market, it is necessary to effect reforms in the cadre system in enterprises and to institute quality evavuation and qualification determination to those engaged in management of enterprises.
