The Open Rural Government Administration of the New Guixi and Its Enlightenment

新桂系为强化其对广西乡村社会的控制,强力推行“三位一体”制度,要求各村(街)实行村(街)务公开。这在中国近现代史上仍为一大创举。其村务公开的内容广,要求高,影响大。在对村民自主选举村(街)长的规定上,虽然其形式远远多于内容,甚或完全流于形式,但其经验教训对我们目前实行村民自治中的村务公开具有较大的借鉴意义。

In order to strengthen the ruling of Guangxi nationality rural society, the new Guixi carried out a kind of new policy the open rural government administration. It blazed new trails in the modem history of China. Although its form was much more than its substance, it can be also used for reference in our rural reforms today.
