在村民自治运行过程中,由于利益角度的差别,自治体内村民个体的权利、管理自治体内公共事务和公益事业的自治机构的权力及自治体外的国家权力之间,必然会发生冲突。保障村民自治正当有序运转,必须尽快健全村民自治中权利(力)冲突的法律协调、救济制度。

In the course of the implement of the villagers＇ autonomy, it is inevitable that, as a result of benefit difference, conflict will happens among individual villager＇s right, the right of autonomous institutions in administering public affairs and public utility within the autonomous bodies, and outside state power. In order to ensure properly and orderly carrying out the villagers＇ autonomy, following aspects should be taken into account： to improving the legal coordination and aid system for the conflict of right of the villagers＇ self-governing as soon as possible.
