During the year of 1929-1933, there broke out an unheard-of economic crisis in capitalistic world with the most profound, the widest and the gravest characteristics which forced the monopolistic capitalists of every capitalistic country to face the severe choice, and then, German and Japan took the road to fascism, however, America, under the leadership of Roosevelt, utilized the state power to conduct some＇adjustment and reform to capitalistic productive relations and at the end to lead America out of the dead lane in economic depression and created a series of important political impact ,the afore stated history was called as Roosevelt＇s New Deal.
