On Effectively Regulating Public Enterprises' Abusing Dominant Position in the Market

首先简单地归纳了公用企业滥用市场支配地位的几种表现形式,继而剖析了西方发达国家依法管制公用企业的主要经验及我国目前相关的立法现状及其不足,最后从设置专业化的管制机构、依法引入竞争机制、尽快颁布并实施反垄断法这三个方面入手,提出了依法有效管制我国公用企业的建议。

This paper first introduces some kinds of public enterprises abusing dominant position in the market. Then, the paper analyses some major effective measures adopted by developed countries in order to curb them and our country＇s current laws-related and their imperfection. At last, the paper suggests three measures in order to regulate public enterprises effectively by establishing specific regulation institution, introducing competitive mechanism, issuing and enforcing anti-monopoly law.
