我国农产品出口遭遇绿色壁垒制度经济学分析——以安徽省为例

Institutional Economics Analysis on Agricultural Product Export Faced with Green Trade Barrier in China——Case study of Anhui Province

随着关税壁垒作用的弱化,“绿色壁垒”正日益成为国际贸易中非关税壁垒的主要形式。“绿色壁垒”对安徽省乃至全国的农业出口影响重大。农产品出口遇到的“绿色壁垒”,一定程度上反映的是应对“绿色壁垒”的体制缺陷。安徽省应加强制度建设和创新,建立“绿色壁垒”预警机制,明确市场竞争主体,转换政府职能,加大农业基础设施和科技研究投入,提高农业生产的整体水平。

Along with the tariff barrier function decreasing, the ＂green barrier＂ is becoming the international trade on-tariff barrier＇s the main form day by day. The ＂green barrier＂ has impact on Anhui Province, even more on China＇s agricultural export. Agricultural product export meeting with ＂green barrier＂ reflects to flawless ＂green barrier＂ system in a certain degree. Anhui Province should strengthen the system construction and innovation, establish ＂green barrier＂ early-warning mechanism, define the main body of market competition, convert government function, increase the agriculture foundation construction, devote finance into the technical research, and enhance the agricultural production on the whole.
