中国社会事业发展的战略性思考

Strategic Reflections on the Development of Social Undertakings in China

“以人为本”、“科学发展观”和“社会主义和谐社会”执政理念的提出标志着执政党从单纯追求经济发展向追求人的发展和社会发展转型。在新的发展观的观照下,社会事业越来越体现出重要性,但就中国目前学术界而言,不论社会事业的涵义与意义、现状与问题,还是发展思路与对策,都还缺乏较好的解读、定位和求解思路。本文分析了社会事业的涵义与意义,考察了中国社会事业的现状与问题,并提出了进一步发展的思路和对策,以填补学术界目前存在的空白,并为政府决策提供参考。

＂Putting people first＂, ＂scientific development＂ and ＂harmonious socialist society＂ are signs of the ruling party＇s shift from focus on economic development to strife for human development and social development. Scientific development attaches more importance to social undertakings. However, there is not a comprehensive study of social undertakings yet. This paper analyses the meaning and significance of social undertakings, examines the status quo and problems of social cause in China, and puts forward ways and counter - measures for the further development of social undertakings.
