运输管理中交通规费稽征存在的问题及对策

Problems in Stipulated Traffic Fee Collection in Transport Administration and Their Counter-measures

通过现状调查,针对运输管理中出现的车辆外挂、大吨小标、车型结构不合理以及黑车非法营运等问题,从交通规费稽征的角度出发,结合现行交通管理法规分析了产生的原因,提出了在效率优先的基础上,完善法规内容、明确政策导向、统一全国规费征收标准、实行差额补征等解决办法。

Based on the survey on the current situation, this paper discusses the present problems, such as vehicle registered in other regions, small vehicle tonnage for large, unreasonable vehicle structure and illegal operation, analyses the causes for these problems in accordance with the current laws and regulations on transport administration from the perspective of stipulated traffic fee collection and puts forward the solutions such as perfecting the laws and regulations, unifying the standards of fee collection and etc. based on the efficiency priority.
