英国与瑞典采用的都是福利型社会保障模式,但是两国社会保障制度具有很大的差异性。无论是从建立背景、理论依据、制度理念,还是从保障项目、收支水平、收支结构和财政预算模式,英国与瑞典的社会保障制度都存在较大的差异。两国福利国家政策实施的效果也不同:英国提供的是低水平的普享福利,贫困人口较多,社会救济支出较多;而瑞典提供的福利水平较高,儿童和老年人的生活水平都比较高,社会贫富差距较小。

Both Britain and Sweden adopt the welfare model, but there are some differentiae between the two countries in social security system. They are set up in different backgrounds, and have different theories and ideas. They also have different items, levels, frameworks, and budget models. Britain＇s welfare is low, and many people are poor, so the social assistance expending is huge. Sweden＇s welfare is better than that of Britain, especially for children and elders. The gap between rich and poor is smaller in Sweden.
