制度的建立与发展以经济实践的发展为基础,而经济的发展又需要稳定持续的秩序为保障。新制度经济学派的经济学家从制度的本身去理解制度,犹如手持长矛的堂吉可德乱冲乱撞,而可怕的是中国经济学界的桑丘式人物更多。因此有必要遵循马克思的思路进行再研究,还制度的根源基础于物质的生产生活关系,还制度为解放和发展生产力、为推动社会全面进步服务的主导能动作用。

Though the economic increase cycle theories in developed countries hardly lose contaet with reality, there exist some one-sidedness in them, and therefore, Marxist＇s thought should be followed in order to build a scientific model to analyze economie increase, the purpose of the research is to guide the concrete economic increase via integration of theory with practice. Only by analyzing the speed, the fluctuation inter-region and continuality which influence china＇s economy as well as investment, consumer and foreign trade within planned periods can the proper economie rapid increase and continuality be advancod.
